ELMER-guidelines for public forms
Elmer (“A more simple and effective way of reporting”) has been established as the guideline for the user interface in online public forms. The guidelines has been established at the request of the Ministry of Trade and Industry and is managed by the Brønnøysund Register Centre.
ELMER will be integral in ensuring that the public production of forms meets the opportunities and challenges that accompany electronic communication based on forms in a uniform and user friendly manner. The Elmer-guidelines form the foundation of the developing process in Altinn. The aim is to have all public forms based on a common user interface.

The preparations for Elmer started in 2000, and the final guidelines were drawn up in 2006 (ELMER 2). The guidelines deal with the principles and specifications for the adaption of public forms available on the internet.
