In order to perform the profession and use the professional title in Norway you need to meet certain minimum requirements from laws and regulations. If you have obtained your professional qualification abroad, you must apply for recognition from Norwegian authorities. You will find information about documentation requirements and the application process here.

  • Copy of ID (e.g. passport).
  • Register for Health Personnel (HPR) number (seven digits) / applicants who do not hold Norwegian authorisation, must enclose a full Norwegian licence restricted to speciality.
  • If relevant, documentation of change of name.
  • Copy of approval/certificate of specialist qualifications in another country (country of education and any other countries that have approved the speciality) It must be enclosed in the original language with a Norwegian or English translation enclosed.
  • Certificate of Current Professional Status/Certificate of Good Standing from the country where the applicanthas worked for the past three months.

Comments

  • All original documents and diplomas not issued in Norwegian, Swedish, Danish or English must be translated.
  • Original translations must be scanned in colour and uploaded with applications that are submitted electronically. For applications submitted in paper form, a colour copy must be enclosed with the applications.
  • Original documents sent by post will not be returned.
  • If your specialist approval has already been converted to and from another EU/EEA country, you must state this.
  • If you apply with a personal ID number or D number, you do not have to submit a copy of your ID or HPR number.

Criteria/conditions for recognition: 

The statutory requirements for being entitled to authorisation are stipulated in the Regulation relating to specialist approval, Section 7a, and the Norwegian Health Personnel Act, Section 48 a.

Case processing deadlines:

The recognition authority must respond to the applicant within one month of receiving the application for recognition.
The recognition authority must have completed its consideration of the application within three months of the application being complete.

Fees:

Everyone who applies for specialist approval must pay a fee. The amount differs depending on the type of application.

  • Main speciality : NOK 4,500.
  • Subspeciality : NOK 4,300.

The fee is paid via Altinn when you register your application for specialist approval.

Right of appeal:

You have the right to appeal against the recognition authority‚Äôs decision. The decision can be appealed pursuant to the provisions of the Norwegian Administration Act Chapter VI. 
The right of appeal also applies if the recognition authority has exceeded the case processing deadline (see Case processing deadlines above).
