A staffing enterprise is a company that has the objective of hiring out labour. All staffing enterprises engaged in the hiring out of labour in Norway have a duty to register with the Norwegian Labour Inspection Authority.
The form must be used by companies that wish to operate as staffing enterprises in Norway.
Staffing enterprises that are not registered as public or private limited liability companies, and enterprises registered outside the European Economic Area (EEA) must provide security in the form of a guarantee from a bank or insurance firm, for equity at an amount equivalent to the equity requirement for limited liability companies in Norway (NOK 30,000). Documentation for this security must be enclosed with the notice.
Staffing enterprises registered as public or private limited liability companies or other, similar forms of enterprises in another EEA country must enclose documentation of the registration arrangement.
As a starting point, staffing enterprises must be registered as public or private limited liability companies in Norway in accordance with Section 2 of the Regulations relating to mandatory reporting and registration for staffing enterprises. The enterprise must be registered with the Register of Business Enterprises and as an employer with the tax collection authority.
