Chartered Engineer for Dam Safety

In order to perform the profession and use the professional title in Norway you need to meet certain minimum requirements from laws and regulations. If you have obtained your professional qualification abroad, you must apply for recognition from Norwegian authorities. About this form

Applications can only be submitted by the professional/individual. Please submit your application with attachments to The Norwegian Water Resources and Energy Directorate.

  • The watercourse structure, with classification, for which approval is sought.
  • Personal data (name, e-mail address, home address, age).
  • Education and training (school, programme, degree, subjects) and relevant continuing education (names of courses, duration, content, organiser, exams etc.).
  • Dam safety courses (Dam safety I is required for owners of watercourse structures in failure consequence classes 4, 3, 2 and 1, and Dam safety II for owners of structures in failure consequence classes 4, 3 and 2). Both courses must be passed.
  • Practice (employer, period of employment, duties, responsibilities, place in the organisation, job title etc.).


  • Upload/submit copies of educational documents in the original language. You must also submit a summary of relevant courses in the subject area in Norwegian or English.
  • Both education and practice must be approved by The Norwegian Water Resources and Energy Directorate.

Chartered dam engineers can only be granted approval for certain facilities, not a general recognition. If the person in question comes from another EEA country, the company in Norway must apply for approval on behalf of him/her.

Criteria/conditions for recognition: 

The statutory requirements for being entitled to authorisation are stipulated in the Dam Safety Regulations Section 3-5 Qualification requirements for professionally responsible dam safety officer.    

Case processing deadlines:

The recognition authority must respond to the applicant within one month of receiving the application for recognition.
The recognition authority must have completed its consideration of the application within three months of the application being complete.


The Norwegian Water Resources and Energy Directorate does not charge a fee for processing applications for recognition.

Right of appeal:

You have the right to appeal against the recognition authority’s decision. The decision can be appealed pursuant to the provisions of the Norwegian Administration Act Chapter VI. 
The right of appeal also applies if the recognition authority has exceeded the case processing deadline (see Case processing deadlines above).
