Licence to trade in second-hand goods, including buying used and scrapped goods for resale

Anyone wishing to resell used or discarded objects must first apply for a licence from the local police district.

Please send your application with enclosures to the local police authority in the district in which the enterprise will have its head office.

Certification of incorporation.

Criteria/conditions:

The granting of a licence is conditional on prior registration in the Register of Business Enterprises.

You must state your personal ID number (11 digits) in the application.

Send the application to the police district where the company is to have its headquarters with the following information:

1. Applicant: Company name, phone number, personal identification number (for sole proprietorship)/organization number, residential address, postal code, city.

2. Business address: Address, phone number, municipality, email address, postal code, city.

3. General manager: Name, phone number, personal identification number (11 digits), residential address, postal code, city.

4. Storage location or similar: Address, phone number, municipality, postal code, city.

5. Venue/branch: Address, phone number, municipality, postal code, city.

Alternative managing director: Name, phone number, personal identification number (11 digits), residential address, postal code, city.

6. The trade involves: (Specify the main categories of items for which the permit is sought.)

7. Other: (Specify any additional information believed to be relevant to the application, or details that could not fit within the designated sections. If additional space is required, details can be provided on a separate sheet.)

Signature: Place, date, and name.

Remarks:

Any previous convictions/fines may influence the outcome of your licence application. It should be noted that all actions giving reason to fear misuse of a second-hand dealer's permit are taken into consideration. This is not limited to conviction or fines. Other circumstances, including closed cases, may also be considered in the police assessment of an applicant's good conduct and whether an applicant possesses the necessary trust to conduct business under the Second-Hand Trade Act. 

Regardless of the circumstances, your application for a licence will be rejected if you have been convicted of/fined for robbery, theft, handling offence etc. during the past two years. The police can provide an advance assessment of the applicant's record of conduct.

Fee:

The processing of applications for a second-hand dealer's permit is free of charge.

Case processing deadlines:

You will receive a preliminary response to your application within four weeks. The application for a second-hand dealer's permit should be processed within eight weeks.

Right of appeal:

You have the right to appeal the decision within three weeks from the date of receiving the response. The complaint should be sent by regular post to the police district that processed the application. An overview of the police districts and their addresses can be found on politi.no.
