The form is for all entities with an organisation number who want to appeal a decision regarding the following:

- The assessed basis for wealth and income tax

- Additional tax for wealth and income

- Additional tax for value added tax

- Value added tax assessed by the authorities

- Enforcement fine for non-submission of:

- The a-melding

- The VAT return

- The tax return for businesses

- Salary information in the a-melding (t.o.m periode 2023-10)

About this form

All entities, excluding natural persons, who have received a decision from the Tax Administration, must use this form when they want to appeal a decision.

Use the form RF-1521 Appeal a decision on enforcement fine and non-compliance penalty (report with an organisation number) if you want to appeal a decision regarding:

enforcement fine for non-submission of

  • the excise tax return
  • the shareholder Register Statement
  • third party information (basic data)

This form is only valid for appeals against decisions linked to an organisation number.

If the appeal concerns affairs linked to a national identity number, you must use the following version of the form:

The person completing the form must have the Altinn role Accounting employee, Assistant auditor or Accountant without signing rights. Signing the form requires the role Limited signing rights or Accountant with signing rights

If the company has a statutory audit obligation, the required roles are Auditor's rights or Auditor in charge.
Individuals with such roles may delegate them as required.

Check that the person submitting the appeal has the necessary roles in good time before the appeal deadline.

NB! If the appeal contains sensitive information (e.g. concerning an illness), the appeal must be sent in a letter to the tax office.
