Person who has the professional responsibility for inspections of electrical systems on behalf of the Norwegian authorities

In order to perform the profession and use the professional title in Norway you need to meet certain minimum requirements from laws and regulations. If you have obtained your professional qualification abroad, you must apply for recognition from Norwegian authorities. Applications can be submitted by the professional/individual or the employer. Please submit your application with attachments to The Norwegian Directorate of Civil Protection (DSB).

Copies of the original documents must be submitted in order to satisfy the documentation requirements. If the original documents are not written in English, Swedish or Danish, they must be translated, primarily to English or alternatively to Norwegian. All documentation must be translated by state authorised translators.
All attachments must be in PDF, PNG or JPG format.

If you are going to hold professional responsibility for the design, installation and maintenance of electrical installations on behalf of a company, you must submit the following documents with your application:

  • CV that describes personal data, education with dates and dated relevant practical experience in the profession in question, that you want approval to practice in Norway.
  • School report or diploma from the education, including a list of subjects and transcript of grades and curriculum from the education.
  • Approval, permission, authorization or other attestation of competence to perform the profession in question.
  • Letter of recommendation from current or former employers as proof of at least one year practical experience, in the profession in question, during the previous 10 years after graduation. Practical experience in the profession in question must be from another country outside Norway.
  • A copy of your passport.

This profession falls under the professional group designated Person who has the professional responsibility for work related to electrical installations.

Criteria/conditions for recognition:
The statutory requirements for being entitled to recognition as an electrical skilled worker are stipulated in the Regulations for electrical enterprises and qualifications to work on electrical installations and electrical equipment (Regulations relating to electrical enterprises etc.).

In general, more than one year of documented practice after completing the apprenticeship is required.

Are prior checks required?

As a citizen of the EU/EEA, you have a right to practice your profession temporarily in Norway, without prior recognition. However, this principle does not apply to professions that have implications on public health or safety. If your profession has such implications, the Norwegian authorities may require a prior check of your qualifications. Prior checks involve an individual evaluation of your qualifications, to assess, among other things, if there are substantial differences between your qualifications and the requirements for practicing the profession in Norway. A prior check is consequently a sort of preliminary recognition. You cannot practice your profession in Norway before the competent authority has made a decision.      

Case processing deadlines:

The recognition authority must respond to the applicant within one month of receiving the application for recognition.
The recognition authority must have completed its consideration of the application within three months of the application being complete.


The Norwegian Directorate of Civil Protection (DSB) does not charge a fee for processing applications for recognition.

Right of appeal:

You have the right to appeal against the recognition authority’s decision. The decision can be appealed pursuant to the provisions of the Norwegian Administration Act Chapter VI. 
The right of appeal also applies if the recognition authority has exceeded the case processing deadline (see Case processing deadlines above).
