Person who performs inspections of electrical installations and electrical equipment on behalf of the Norwegian authorities

If you have a foreign education or professional qualification and wish to practice your profession in Norway, you generally need approval or authorisation. You will find information about documentation requirements, the application process and regulations here. The competent authority will assess whether you meet the requirements to practice the profession and use the professional title in Norway. If you intend to establish in Norway and work permanently in your chosen profession, the rules below apply to you. However, if you wish to work in Norway for shorter periods of time within your chosen profession, the rules for temporary provision of services apply.

About this form

The application can be submitted by the professional or the employer. Please submit your application with attachments to the Norwegian Directorate for Civil Protection (DSB).

To satisfy the requirements for documentation, you must attach a copy of your original documents. If the original documents are not written in English, Swedish and or Danish, these must be translated, primarily to English, secondary to Norwegian. Translation must be done by an authorized translator.

All attachments must be in PDF, PNG or JPG format.

If you are going to perform inspections of electrical installations and electrical equipment, on behalf of the Norwegian authorities (exercise of public authority), you must be able to submit documentation of relevant education and relevant work experience so that we can assess your professional qualifications.

It is important that you specify which profession you want approval to practice in Norway.

It is very important that your application contain information about the type of electrical installations you are going to perform inspections of, on behalf of the Norwegian authorities, in Norway.

It is also important to give information whether you are going to inspect electrical low-voltage installations or electrical high-voltage installations on behalf of the Norwegian authorities, in Norway.

You must submit the following documents with your application:

  • CV that describes personal data, education with dates and dated relevant practical experience in the profession person who performs inspections of electrical installations and electrical equipment on behalf of the Norwegian authorities, that you want approval to practice in Norway.
  • Copy of original school report or diploma from the education, including a list of subjects and transcript of grades and curriculum from the education.
  • Copy of original certificate of completed apprenticeship contract (If this is a part of the education in the country you acquired your professional qualifications.).
  • Copy of original trade certificate in electrical subjects, craft certificate, journeyman certificate or other attestation of competence to the profession in question.
  • Copy of original approval, permission, authorization or other attestation of competence to perform the profession in question.
  • Copy of original letter of recommendation from current or former employers as proof of at least one year practical experience, in the profession person who performs inspections of electrical installations and electrical equipment on behalf of the Norwegian authorities, during the previous 10 years after graduation. Practical experience in the profession must be from another country outside Norway.
  • Copy of your passport, alternatively valid national identity card, issued by an EEA state or EFTA state, approved as a travel document.

This profession belongs to the profession group person who has the professional responsibility for work related to electrical installations.

Criteria/conditions for recognition:

The statutory qualification requirements for person who has the professional responsibility for work related to electrical installations are set out in the regulations for electrical enterprises and qualification requirements for work related to electrical installations and electrical equipment (fek).

Person who has the professional responsibility for inspections of electrical systems on behalf of the Norwegian authorities exercise public authority.

Act relating to recognition of professional qualifications (the Professional Qualifications Act) does not apply for professions that exercise public authority.

This means that persons who apply for approval to work as person who has the professional responsibility for inspections of electrical systems on behalf of the Norwegian authorities must fulfill all qualifications requirements in the regulations for electrical enterprises and qualification requirements for work related to electrical installations and electrical equipment (fek).     

Case processing deadlines:

The competent authority must acknowledge receipt of your application within one month of receiving it and inform you of any missing or incomplete documentation.

Following the submission of a complete application, the competent authority should complete processing your application within three months.

Fees:

The Norwegian Directorate for Civil Protection (DSB) does not charge a fee for processing applications for recognition of professional qualification set out in the regulations for electrical enterprises and qualification requirements for work related to electrical installations and electrical equipment (fek).

Right of appeal:

If you are not satisfied with the outcome of the decision, you may appeal in writing, pursuant to Chapter VI of the Public Administration Act. If your application is processed in accordance with the Professional Qualifications Act, the right of appeal also applies if the competent authority has exceeded the case processing deadlines (see Case processing deadlines above).
