If you have acquired your professional qualifications abroad, you must obtain recognition of your qualifications from the Norwegian authorities in order to practice the profession in Norway. The competent authority will assess whether you meet the requirements to practice the profession and use the professional title in Norway. The professional should use this form. Please submit your application to The Norwegian Directorate for Civil Protection (DSB).
- Copy of passport or other proof of identity and nationality
- Copy of a valid certificate showing that you are a legally established professional in another EEA state or Switzerland.
- Confirmation from the authority that issued your certificate that the certificate is valid at the time of application.
- Curriculum Vitae (CV).
- Original transcript of police certificate of conduct from the country where you have practiced your profession that is no older than three months.
- Information on the requirements for becoming a Technical Blasting Adviser in the country in which you have acquired your professional qualifications (name of school, length of studies, description of courses and practice).
- Copy of an original diploma, if the country in which you have practiced your profession in does not issue certificates.
- A description of the work you plan to undertake in Norway (a temporary provision of services or establishment in Norway)
Language requirements:
You must have sufficient language skills in order to practice your regulated profession in explosives, both orally and in writing and at your place of work, as well as with a possible third party.
Criteria/conditions for recognition:
If you acquired your professional qualifications in an EEA country or Switzerland, you may have the right to have your application processed in accordance with the Professional Qualifications Act and Regulations on the approval of professional qualifications. In addition, there are national regulations related to the practice of the profession as stipulated in the Regulations on the handling of explosive substances.
Case processing deadlines:
The competent authority must acknowledge receipt of your application within 1 month of receipt and inform you of any missing documents.
The competent authority shall take a justified decision no later than 3 months following the submission of your complete application.
Temporary provision of services:
A professional who is legally established in another EEA state or Switzerland has the same right to practice the same profession temporarily in Norway. Since the profession in question involves a potential risk to public health or safety, the competent authority will check your qualifications and decide if you are allowed to provide the service.
The competent authority shall take a decision within 1 month of receiving your application on whether you are allowed to provide the service or if compensatory measures are necessary.
If the processing time exceeds 1 month, the competent authority will notify you regarding the delay. In such cases, the competent authority will provide a decision on your application within 2 months after the reason for the delay has been resolved.
Fees:
The Norwegian Directorate for Civil Protection (DSB) does not charge a fee for processing applications for recognition.
Right of appeal:
If you are not satisfied with the outcome of the decision, you may appeal in writing, pursuant to Chapter VI of the Public Administration Act. If your application is processed in accordance with the Professional Qualifications Act, the right of appeal also applies if the competent authority has exceeded the case processing deadlines (see Case processing deadlines above).
