Application for consent from the Norwegian Labour Inspection Authority (Application for a Building Licence) (NBR 5177)

Developers that intend to construct new buildings or execute building works requiring a permit pursuant to the Planning and Building Act, and where the building is to be used or is expected to be used by enterprises subject to the Working Environment Act.

A number of enclosures to the application are required. These are listed on Building Form 5177.

The purpose is, when constructing buildings or executing building works, to create workplaces that promote wellbeing during the entire lifetime of the building. It is easier and cheaper to plan for a good working environment than to make subsequent adaptations to the building.

Construction of a building and work requiring a permit on buildings that are used or expected to be used for activities subject to the Working Environment Act, require the consent of the Norwegian Labour Inspection Authority before work is begun.

The application to the Norwegian Labour Inspection Authority must document that the construction parameters have been designed to protect the safety, health and welfare of the employees. Workplaces and work premises shall be arranged and designed in relation to the work that is to be carried out, the individual employees and special risk factors.
