Licence to manufacture, repair and deactivate firearms/ firearm parts and to manufacture ammunition (gunsmith's licence).

Anyone wishing to manufacture firearms, firearm components and/or ammunition, and/or carry out repairs and deactivation must apply for a licence from their local police district.

About this form

Please submit your application with enclosures to the local police authority.

In cases as mentioned in the Firearms Regulations Section 44 second paragraph, the police shall forward the application to the competent authority.

Documentation of the professional qualifications of the person in charge or other employees of the company must be provided, cf. the Firearms Regulations Section 45 first paragraph (c).

The application must include information about the following:

Full name and address of the enterprise.
Full name and address of the person in charge of the enterprise.
What the applicant wants to manufacture or repair under the licence.
The enterprise's facilities and equipment, including what measures are taken to safeguard the enterprise against theft, fire,  explosion and other accidents

Criteria/conditions:

The licence is conditional on prior registration in the Register of Business Enterprises.

The applicant is required to register with the Norwegian VAT Register within three months.

The applicant is required to:

Be 18 years of age, or at least 21 years in the case of manufacture, sale or repair of pistols and revolvers on a commercial basis.

Have a record of satisfactory conduct, sobriety and reliability. There must be no particular reason why the applicant should be deemed to be unsuitable for such manufacturing. 

Satisfy the professional qualifications for Norwegian gunsmiths, for example have a gunsmith's trade certificate. 

Ensure that the enterprise's facilities and equipment meet the requirements of the Act relating to vocational training Section 31, if the enterprise has assumed responsibility for such training.

Ensure that the enterprise's premises meet the National Police Directorate of Norway's requirements for facilities and equipment. 

Ensure that the enterprise's premises meet the chief of police's requirements for safe storage and other measures to prevent theft etc.

Remarks:

Gunsmiths with a master's certificate are not required to have a licence. The person in question must nevertheless meet the requirements of the Firearms Regulations Section 45 first paragraph (a), (b), (d), (e), (f) and (g).
