Permission to trade in fireworks and distribute explosive goods

The relevant municipal authority issues permits to sell category F2 and F3 fireworks.

The Directorate of Civil Protection issues permits to sell category F4 fireworks and pyrotechnic stage effects category T1 and T2.

The Directorate of Civil Protection issues permits to distribute explosives via the Application and notification regarding handling of explosive goods.

About this form

Applications for a permit to sell category F2 and F3 fireworks must be addressed to the municipality in which the business is conducted.

Applications for permits to sell category F4 fireworks and category T1 and T2 pyrotechnic stage effects is submitted online through Altinn.no. Use the form: Application and notification regarding handling of explosive goods.

Application for a permit to distribute explosives is submitted online via Altinn.no.

When applying for permit to sell category F2 and F3 fireworks: 
Description of the business premises, information about the employee appointed to be the competent person with a valid certificate of competence recognised by the DSB. The local municipality will have more information about the requirements.

When applying for a permit to distribute explosives: 
A criminal record certificate of the General Manager. The certificate must not be older than 3 months.

Criteria/conditions:

The licence is conditional on prior registration in the Register of Business Enterprises.

The granting of a permit to trade pyrotechnical goods, including category F2, F3 and F4 fireworks is subject to the following requirements:

Applicant wishing a permit to trade pyrotechnical goods, category F2 and F3, must conduct trade from a permanent sales outlet and be able to present a certificate of registration from the Register of Business Enterprises.

The business must have employed a particular designated person with a valid certificate of competence issued by the Norwegian Fire Protection Association. The particular designated person must be at least 18 years of age.

A permit for distrubution of category F4 fireworks, class F2 and F3 rockets and pyrotechnical stage effects can only be granted to importers or Norwegian producers for direct resale to qualified users. The Directorate of Civil Protection issues this permit.

The granting of a permit for distrubution of explosives is subject to the following requirements:

Distribution permits can only be issued to a person who is deemed fit to be granted such a permit. To be issued with a permit to distribute explosives, the enterprise must have one or more specified fixed delivery points for which there is also a permit for storing explosives.

The applicant must document sufficient knowledge of the explosives being sold.

The applicant must have sufficient qualifications to meet the requirement for safe handling of explosives.

Remarks:

The deadline for application for a permit to sell category F2 and F3 fireworks between Christmas and New Year is 1 May. In the case of other explosive goods, there is no deadline for application.

The municipalities may charge a handling fee in connection with applications for a permit to trade in fireworks.

A permit to trade in category F2 and F3 fireworks, freely to consumer, can only be granted for the period 27.–31. December.

Case processing deadlines:

The Directorate for Civil Protection and Emergency Planning shall confirm receipt of your application within one month after its reception and provide information on any missing documents or deficiencies in the application.

The DSB shall have completed the processing of the application within three months after a complete application was submitted.

Fee:

The Directorate for Civil Protection and Emergency Planning does not charge a fee for processing an application for authorisation.

Right of appeal:

When the Directorate for Civil Protection and Emergency Planning has made a decision, you have the opportunity to appeal this decision according to the rules in the Public Administration Act, Chapter VI.
